Pipeline Safety: General Policy Statement; Civil Penalties

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has made a civil penalty framework available on its website, allowing pipeline owners and operators to request proposed civil penalty calculations for enforcement cases, starting October 17, 2016, with the goal of increasing deterrence and reducing incident risk.
