EPA Proposes Withdrawal of Federal Implementation Plan Requirements for Texas

The Environmental Protection Agency (EPA) is proposing to withdraw federal implementation plan requirements for Texas electricity generating units to participate in sulfur dioxide and nitrogen oxide trading programs, following a court decision to remand the Cross-State Air Pollution Rule Phase 2 budget for Texas.
