FHWA and California Propose Amendment to MOU on Environmental Responsibilities

The Federal Highway Administration (FHWA) and the State of California, through its Department of Transportation (Caltrans), are proposing an amendment to the Memorandum of Understanding (MOU) to clarify the State's role in the 23 U.S.C. 326 program, which assigns federal environmental responsibilities to states.
