FERC Proposes Reforms to Fast-Start Pricing in RTOs and ISOs

The Federal Energy Regulatory Commission is proposing changes to its regulations to require regional transmission organizations and independent system operators to incorporate market rules that accurately reflect the marginal cost of serving load, which should lead to more transparent pricing and improved investment signals.
