Port of Portland Seeks Permit to Take Streaked Horned Lark, Releases Habitat Conservation Plan and Environmental Assessment

The Port of Portland has submitted an application to the U.S. Fish and Wildlife Service for an incidental take permit to take the endangered Streaked Horned Lark, and has released a proposed habitat conservation plan and draft environmental assessment for public review and comment.
