USDA Adopts Final Rule for Formal Rulemaking Proceedings

The U.S. Department of Agriculture (USDA) is adopting a final rule to establish rules of practice and procedure governing formal rulemaking proceedings instituted by the Secretary, excluding marketing orders and research and promotion orders.
