Copyright Royalty Judges' Ability To Set Rates and Terms Clarified

The Copyright Royalty Judges (CRJs) were referred to the Register of Copyrights for clarification on whether they can set different rates and terms for various types of licensees, as per section 114 of the Copyright Act. The Register of Copyrights determined that the question was not properly presented, and therefore did not provide an opinion on the matter.
