FCC Rulemaking Petition on Closed Captioning of Video Programming

The Federal Communications Commission (FCC) has issued a rulemaking petition by Telecommunications for the Deaf and Hard of Hearing, Inc. (TDHHI), outlining the responsibilities of video programming distributors (VPDs) and video programmers for closed captions on television programming. The FCC also amends its captioning complaint procedures to include video programmers and requires them to register contact information and certify compliance with captioning obligations directly with the FCC.
