VA Adopts Final Rule on Substitution in Case of Claimant's Death

The Department of Veterans Affairs has finalized a rule allowing eligible survivors to substitute for deceased claimants in pending claims or appeals, implementing a provision from the 2008 Veterans' Benefits Improvement Act.
