USAID Proposes Changes to Acquisition Regulation for Cooperating Country National Personal Service Contractors

The U.S. Agency for International Development (USAID) is proposing to update its Acquisition Regulation to include a new warrant program for Cooperating Country National personal service contractors, aiming to address a shortage of U.S. direct-hire contracting officers and bolster host country technical capacity.
