DoD, GSA, and NASA Issue Final Rule to Improve Design-Build Construction Process

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) have issued a final rule to implement a new requirement for design-build construction projects valued at over $4 million, which mandates that contracting officials approve more than five offerors for phase-two proposals.
