FDA Issues Final Rule for Cigar and Pipe Tobacco Manufacturers to Submit Data for User Fees

The Food and Drug Administration (FDA) is requiring domestic manufacturers and importers of cigars and pipe tobacco to submit information needed to calculate user fees under the Federal Food, Drug, and Cosmetic Act (FD&C Act), following the expansion of FDA's authority through the Deeming rule.
