DOD, GSA, and NASA Issue Final Rule on Pass-Through Contract Review and Justification

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) are implementing new requirements for reviewing and justifying pass-through contracts as mandated by the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2013.
