DoD, GSA, and NASA Issue Final Rule to Update Federal Acquisition Regulation for Minority-Owned and Small Businesses

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) have issued a final rule to amend the Federal Acquisition Regulation (FAR) and remove coverage for procurements involving small disadvantaged business (SDB) concerns and certain institutions of higher education, due to an expired and unconstitutional authority, in order to harmonize the FAR with current statutory authorities.
