Coast Guard Proposes Safety Zone on Elizabeth River for Midtown Tunnel Construction

The US Coast Guard plans to restrict vessel movement in the Elizabeth River near Portsmouth, Virginia, for 12 periods starting January 1, 2015, to ensure the safety of life and property during the construction of the new Midtown Tunnel.
