ATF Revises Definition of 'Unlawful User of or Addicted to Controlled Substance',

The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) is updating Department of Justice regulations to align the definition of 'unlawful user of or addicted to any controlled substance' with the best statutory understanding, informed by judicial decisions, in response to evolving court decisions and internal guidance since 1996.
