U.S. Department of State Proposes Changes to Minor Passport Application Process

The Department of State is proposing to allow a non-applying parent to sign a statement of consent for a minor passport application before a notary public or passport specialist at a U.S. public passport agency/center, and revising the form DS-3053 to align with this change.
