Tennessee Certified to Have Postconviction Capital Counsel Mechanism

The U.S. Attorney General has certified that Tennessee has a postconviction capital counsel mechanism, which was established on July 1, 1997, allowing the state to access certain federal habeas corpus benefits in capital cases.
