Report on the Criteria and Methodology for Determining the Eligibility of Candidate Countries for Millennium Challenge Account Assistance in Fiscal Year 2011

The U.S. government has released a report to Congress outlining the criteria and methodology for determining which countries are eligible for Millennium Challenge Account assistance in fiscal year 2011, as mandated by the Millennium Challenge Act of 2003.
