Update to Nonrecurring Costs Recoupment Policy for U.S. Defense Sales

The rule updates policy, responsibilities, and procedures to align with Public Law 90-629 and the U.S. Code, Section 9701, for calculating and assessing nonrecurring costs recoupment charges on sales of defense items to non-U.S. government customers.
