Privacy Act of 1974: New System of Records

The Affordable Care Act mandates that non-grandfathered health insurance plans and issuers must implement effective internal claims and appeals processes and external review mechanisms, with a transition period until January 1, 2012, to assist states in implementing federal external review processes. The regulations require compliance with either a state process or a federal process meeting HHS standards.
