HUD Final Rule Defines 'Homeless' and 'Developmental Disability' for Homeless Assistance Programs

The U.S. Department of Housing and Urban Development (HUD) has released a final rule that defines 'homeless' and 'developmental disability' for homeless assistance programs, including the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act). The rule, which went into effect on May 20, 2023, aims to improve coordination and response to the needs of homeless individuals and families.
