HHS and FDA Withdraw Direct Final Rule on Exempt Record System

The Department of Health and Human Services (HHS) and the Food and Drug Administration (FDA) are withdrawing a direct final rule that exempted scientific research misconduct proceedings records from certain Privacy Act requirements, following significant adverse comments.
