EPA Proposes Partial Approval and Disapproval of Texas State Implementation Plan Revision

The EPA is proposing to partially approve and partially disapprove a Texas State Implementation Plan revision that addresses excess emissions during planned maintenance, startup, or shutdown activities. The plan, submitted by the Texas Commission on Environmental Quality, would remove an affirmative defense for civil penalties in federally approved SIPs for such violations.
