Coast Guard Proposes Special Local Regulation for St. Thomas Carnival Watersport Activities

The US Coast Guard plans to implement a special local regulation in Charlotte Amalie Harbor, St. Thomas, USVI, on April 21, 2013, to ensure public safety during the St. Thomas Carnival Watersport Activities, a high-speed boat race featuring approximately 40 power boats and 50 spectator crafts.
