Rural Business-Cooperative Service Publishes Final Rule for Allocation of Loan and Grant Program Funds

The Rural Business-Cooperative Service (RBS) has published a final rule that adds two new programs, the Rural Energy for America Program (REAP) and the Intermediary Relending Program (IRP), and revises the allocation formulae to account for changes in census data, while also providing flexibility in determining when to make state allocations and restricting the use of the transition formula.
