DoD, GSA, and NASA Issue Final Rule on Nondisplacement of Qualified Workers Under Service Contracts

The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA) are implementing an Executive order requiring nondisplacement of qualified workers under service contracts, as mandated by Department of Labor regulations.
