HRETA Requests Waiver to Reallocate Channel 16 to Norfolk, Virginia-Elizabeth City, North Carolina

The Hampton Roads Educational Telecommunications Association (HRETA), the licensee of WHRO-TV, is seeking a waiver to reallocate channel 16 to Norfolk, Virginia-Elizabeth City, North Carolina, to provide Elizabeth City with its first local TV service, and to modify the station's license to reflect the new community of license.
