Medicare Program; Limitation on Recoupment of Provider and Supplier Overpayments

The final rule implements a provision of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003, which prohibits the recouping of Medicare overpayments from providers or suppliers seeking reconsideration from a Qualified Independent Contractor (QIC). This rule changes interest payment procedures for providers or suppliers whose overpayments are reversed at subsequent administrative or judicial levels of appeal.
