Surface Transportation Board Proposes Update to Revenue Shortfall Allocation Method for Railroads

The Surface Transportation Board is requesting the Association of American Railroads to annually update the weighted average State tax rate for Class I railroads to use in the Revenue Shortfall Allocation Method, which helps determine the reasonableness of challenged rail rates.
