EPA Proposes Approval of Pennsylvania Air Quality Implementation Plan Revision

The Environmental Protection Agency (EPA) is proposing to approve a revision to the Pennsylvania State Implementation Plan (SIP), which addresses the Clean Air Interstate Rule (CAIR) and other requirements, following a DC Circuit court decision that found CAIR to be flawed but remanded without vacatur.
