DoD Finalizes Rule on Competitive Procurement for Federal Prison Industries

The US Department of Defense has adopted a final rule requiring competitive procedures for purchasing items from Federal Prison Industries, a company with a significant market share, as mandated by the National Defense Authorization Act for Fiscal Year 2008.
