The US Department of Defense, General Services Administration, and NASA jointly issued this Small Entity Compliance Guide, which summarizes changes to the Federal Acquisition Regulation (FAR) made by Federal Acquisition Circular (FAC) 2005-49, as a result of the Small Business Regulatory Enforcement Fairness Act of 1996.
