Commission Proposes New Requirements for BRS Licensees and Spectrum Use

The Federal Communications Commission is seeking public comment on a proposal to require BRS license winners to demonstrate substantial service within four years of license grant, and to clarify the substantial service rule for the 2.5 GHz band, aiming to promote innovative services and public access.
