Coast Guard Amends Regulations for Dry Cargo Residue Discharges in Great Lakes

The U.S. Coast Guard is updating its rules to permit the discharge of bulk dry cargo residue in specific areas of the Great Lakes by self-propelled vessels and tug and barge units, while also introducing new record-keeping and reporting requirements and encouraging carriers to adopt voluntary measures to reduce discharges.
