U.S. Fish and Wildlife Service Proposes Safe Harbor Agreement for Fender's Blue Butterfly in Oregon

The U.S. Fish and Wildlife Service is proposing a 15-year programmatic Safe Harbor Agreement to protect the Fender's blue butterfly and Kincaid's lupine in Oregon's Willamette Valley. The agency is seeking a 25-year permit to extend incidental take coverage for eligible landowners who agree to habitat management measures.
