Royalty Relief for Deepwater Outer Continental Shelf Oil and Gas Leases-Conforming Regulations to Court Decision

The U.S. Minerals Management Service (MMS) is updating its regulations to align with a recent court decision, which ruled that certain provisions of the MMS regulations were inconsistent with the Deep Water Royalty Relief Act. The updated rules will determine lessees' royalty payments under the Act for both past and future periods in accordance with the Fifth Circuit's decision in the Santa Fe Snyder case.
