MMS Delays Effective Date of Rule Conforming to Court Decision on Deepwater Oil and Gas Leases

The Minerals Management Service (MMS) is delaying the effective date of a rule conforming to the Federal Court's decision in Santa Fe Snyder Corp. v. Norton, 385 F.3d 884 (5th Cir. 2004), until December 8, 2008, to comply with the Congressional Review Act.
