OSM Amends Regulations for Stream Buffer Zones and Coal Mine Waste Management

The Office of Surface Mining Reclamation and Enforcement (OSM) has revised its regulations to better align with the Surface Mining Control and Reclamation Act of 1977 (SMCRA) and the Clean Water Act, requiring coal mining operations to minimize excess spoil and environmental impacts, while also clarifying exceptions for perennial and intermittent streams.
