US Appeals Council Clarifies Evidentiary Standards for Administrative Review Process

The US Appeals Council has amended its rules to clarify the evidentiary standard applied in administrative review decisions, maintaining the substantial evidence standard for ALJ decisions while adopting the preponderance of the evidence standard for lower-level reviews.
