Office of New Reactors; Interim Staff Guidance on Post-Combined License Commitments

The NRC is soliciting public comment on its Proposed Interim Staff Guidance (ISG) ESP/DC/COL-ISG-015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML091671355). The purpose of this ISG is to modify and provide early site permit (ESP), design certification (DC) and combined license (COL) applicants additional clarity and guidance for the application of Section C.III.4 of Regulatory Guide (RG) 1.206. In addition, the ISG provides additional clarity to the guidance in NUREG-0800, Standard Review Plan Chapter 1.0, for NRC review of DC and COL applications. While reviewing DC and COL applications, the NRC staff determined that the guidance in Section C.III.4 of RG 1.206 on COL information items that cannot be resolved before the issuance of a license needed some additional clarification and guidance. In addition, it was determined that referring to this category of COL information items as "COL Holder" items is inappropriate. Specific guidance for determining which of the commitment types (i.e., inspection, test, analysis, and acceptance criteria, license condition, and final safety analysis report commitment) was the most appropriate for these COL information

SMR, LLC; Palisades SMR, LLC; Pioneer Units 1 and 2; Phased Construction Permit Application-Limited Work Authorization

The U.S. Nuclear Regulatory Commission (NRC) is providing public notice each week, for four consecutive weeks, beginning October 1, 2026, of receipt and availability of the first part of a phased construction permit application, including a limited work authorization (LWA) request, from SMR, LLC, on behalf of Palisades SMR, LLC, a wholly-owned subsidiary of Holtec International (collectively, Holtec), for a dual-unit SMR-300 plant located at the Palisades Energy Center (PEC) in Covert, Michigan. The units are individually named Pioneer Unit 1 and Pioneer Unit 2. This is the second of four consecutive weekly notifications.

Biweekly Notice; Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations

Pursuant to section 189a.(2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued, and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration (NSHC), notwithstanding the pendency before the Commission of a request for a hearing from any person.

Virginia Electric and Power Company, (Doing Business as Dominion Energy Virginia); North Anna Site; Early Site Permit Renewal Application

The U.S. Nuclear Regulatory Commission (NRC or Commission) is considering an application for the renewal of Early Site Permit (ESP) No. ESP-003, which allows Virginia Electric and Power Company (doing business as Dominion Energy Virginia) to reference ESP-003 in an application for a construction permit (CP) or combined license (COL) at the North Anna ESP site during the period ESP-003 remains valid. The renewed permit, if approved, would extend the expiration date by an additional 20 years beyond the period specified in the current permit. The location for the North Anna ESP site is in Louisa County, Virginia, and the current ESP-003 expires on November 27, 2027. This notice provides the public an opportunity to request a hearing and petition for leave to intervene with respect to the renewal application.
