Federal Acquisition Regulation; Time-and-Materials (T&M) and Labor-Hour (LH) Contracts for Commercial Items: Proposed Amendments

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council are proposing changes to the Federal Acquisition Regulation to address concerns about compliance with new safeguards for Time-and-Materials contracts and the Government Accountability Office's recommendations, as outlined in a 2009 report, in response to Congressional Committees' concerns about the GSA Schedules Program.
