U.S. Fish and Wildlife Service Proposes New Regulations for Upper Mississippi River National Wildlife and Fish Refuge

The U.S. Fish and Wildlife Service proposes new regulations for the Upper Mississippi River National Wildlife and Fish Refuge, which would take effect in spring 2008 and implement the recently completed comprehensive conservation plan for the refuge, codifying many existing refuge regulations currently published in various forms of public notice.
