EPA Approves Virginia's Clean Air Interstate Rule Budget Trading Programs

The Environmental Protection Agency (EPA) has approved a State Implementation Plan revision submitted by the Commonwealth of Virginia, establishing budget trading programs for nitrogen oxides and sulfur dioxides to meet the requirements of the Clean Air Interstate Rule.
