Federal Acquisition Regulation Rule Affects Commercially Available Off-the-Shelf Items

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council have agreed on a final rule to amend the Federal Acquisition Regulation, implementing a provision from the Clinger-Cohen Act of 1996 that exempts contracts for commercially available off-the-shelf items from certain laws.
