Commission Establishes New Framework for BOCs and Incumbent LEC Affiliates

The Federal Communications Commission (FCC) has created a new regulatory framework that allows Bell Operating Companies (BOCs) and their independent local exchange carrier affiliates to provide long-distance services, either directly or through non-section 272 affiliates, subject to nondominant carrier regulation and specific safeguards.
