FDA Amends Regulations for Foreign Clinical Studies Not Conducted Under an IND

The FDA is updating its guidelines for foreign clinical studies that don't require an IND, shifting the focus from the Declaration of Helsinki to good clinical practice and independent ethics committee review to ensure human subject protection and data quality.
