VA Amends Regulations to Clarify Notice of Disagreement Process

The Department of Veterans Affairs is updating its rules to provide clearer guidance on how an agency must handle ambiguous written communications from claimants when determining whether they are intended to be a Notice of Disagreement with an adverse claims decision.
