Jurisdictional Separations and Referral to the Federal-State Joint Board

The Commission is seeking public comment on proposed rule changes to the jurisdictional separations process, which affects how incumbent local exchange carriers allocate costs between local and interstate areas, following several proposals submitted since the 2001 Separations Freeze Order.
