FCC to Address Petition for Reconsideration of Video Relay Service Rate and Other Issues

The Federal Communications Commission is addressing issues raised in a petition for reconsideration, including the adoption of a $8.854 rate for the 2003-2004 Video Relay Service, full retroactivity for the rate, compensability of research and development expenses for telecommunications relay service enhancements, and the applicability of rate of return regulation to traditional and video relay services.
